Larry Sacks is the Chief Development Officer (CDO) at the U.S. International Development Finance Corporation (DFC).
Mr. Sacks has more than 20 years of experience in international development and diplomacy and has advised foreign governments and civil society on peacebuilding, citizen security, justice reform, violence prevention, human rights, addressing the climate crisis, economic growth, and migration.
Prior to joining DFC, Mr. Sacks served as the Senior Deputy Assistant to the Administrator of the U.S. Agency for International Development's (USAID's) Bureau for Humanitarian Assistance (BHA), the U.S. Government lead for international disaster response.
Mr. Sacks previously served as the Mission Director for USAID/Colombia. He oversaw USAID’s largest portfolio in Latin America, and led USAID‘s strategy that supported Colombia’s response to Venezuela’s migration crisis. Additionally, he led USAID’s largest Development Credit Authority program worldwide, which targeted both victims of conflict and Venezuelan migrants.
Mr. Sacks also served as Mission Director for USAID/El Salvador’s bilateral and regional portfolio, where he led regional efforts to address the underlying root causes of migration. Previously, he was the Director of the Office of Justice and Citizen Security for USAID/Mexico. He has also served in Peru, where he was recognized as USAID’s annual private sector mobilization champion, and in Romania and Washington, D.C.
Mr. Sacks has a B.S. in Liberal Arts Honors from the University of Texas at Austin and a M.S. in International Affairs from the School of International and Public Affairs at Columbia University. Mr. Sacks and his wife, Lucila Del Aguila, have two children, Ximena and Alex.
